Laps and Raps Final Conference, Committee of the Regions, 22 June 2007

"Social Inclusion Planning: Connecting the local to the national and EU agenda" was the title of the final Laps and Raps project conference which took place in the Committee of the Regions, Brussels, on 22 June 2007.

The final project event was the culmination of a two year programme which brought together a diverse mix of public bodies, local authorities and NGOs from 7 EU Member States (11 partners) that are all involved in local/regional/national work related to tackling social exclusion as well as working on a Europe wide level. The overall aim of this project is to develop a framework and methodology for the creation of Local Action Plans (Laps) or Regional Action Plans (Raps) for Social Inclusion which will enable the more effective integration of area-based approaches with wider conurbation or regional and national-level strategies.

The conference highlighted the need for such a connection which is reflected by the fact that despite the centrality of the issue of social exclusion in terms of policy, the role of cities, towns and regions in the development of National Action Plans for Social Inclusion (NAPs) has been ad hoc and somewhat marginal.

Third Peer Review Workshop, Lisbon 15-18 November 06

The Third Peer Review Workshop took place in Lisbon from the 15th -18th November 06. The theme was on "Integration of immigrants" looking at how to deal with this subject at local level.

Second Peer Review Workshop, Rome 3-6 May 2006

The second Peer Review workshop took place in Rome from 3-6 May 2006 and was hosted by the Local Action Group (Comune di Roma - Department XIV - local development, training and employment policies). The theme for the workshop was on "INTEGRATION INTO THE LABOUR MARKET FOR VULNERABLE GROUPS" .

Background

The overall aim of the peer review workshops is to support the development of a common framework and methodology for developing LAPs /RAPs and need to be viewed as a rolling, cumulative process.

Each workshop will bring together a delegation of 3 participants from Local Development Group that each partner will establish at the outset of this project. These LDGs will be cross sectoral, and connect into regional, national and local actors and ensure involvement of participants who will bring direct experience into the exchange process.

In order to achieve this aim, the first workshop will focus on creating a common framework. The methodology will have three elements:

  • An expert paper which presents a common framework for developing LAPs/RAPs
  • Inputs from partners in terms of case studies
  • Identification of issues/problems that need to be addressed

The end result will be a common framework that all partners can employ.

The three subsequent peer review workshops will follow the same methodology:

  • An expert paper on the theme(s) agreed for the peer review (these themes would relate to one of the 6 priorities). This paper would apply the common framework
  • Inputs from partners in terms of their local practice
  • Identification of issues /problems that need to be addressed

The end result would be a template relating to each priority which would provide the means for each Local Development Group to develop their LAP/RAPs.

In short, the methodology is build on the experience of partners and enhanced through expert input AND exchange of experience between partners( and in the case of the first workshop , also invited agencies with experience in developing LAPs/RAPs).
